One vehicle is stolen every twenty seconds in the United States. That adds up to a million and a half vehicles every year. It is an eight billion dollar a year enterprise. Now, local and state police in major cities across the United States can do something about vehicle theft after a car has been reported stolen. One unique law enforcement tool, a patented technology car locator system, is controlled by state and local law enforcement agencies. This car recovery system uses existing computer and telecommunications networks. These are already in place as a result of statewide law enforcement to activate, track, and recover a stolen vehicle after it has been reported to the police.
Nature of System

The stolen vehicle locator and recovery system is an up-to-date technology which was created to address the serious problem of vehicle theft in the United States. The vehicle security industry, with all its improvements over the past decade, has not developed products that have proved to be dependable deterrents in preventing vehicles from being stolen. Conventional auto theft devices -- such as audible alarms, steering wheel or hood locks and ignition disablers -- have not produced the desired results of preventing auto theft. Traditional vehicle security is easily overcome, which allows the thief to keep the car until finished stripping it for parts or selling it outright on the black market.

Using this car locator method, police are able to electronically recover a stolen vehicle. Specially trained company technicians install a small radio transceiver about the size of a chalkboard eraser in a hidden, recessed area of a vehicle. A unique code for a given unit is paired with the Vehicle Identification Number (VIN) of the vehicle in the State Police Criminal Information Computer. A routine police entry of the VIN of a stolen vehicle activates the State Police Broadcast System, which turns on the transceiver unit in the stolen vehicle. Then, police cars, equipped with tracking computers, can receive the broadcast from the unit in the stolen vehicle. The code, comprised of letters and numbers, allows police to identify the target using sophisticated directional technology. A powerful "silent signal, "emitted by the stolen vehicle's transceiver, can then lead the police to its location. Many years were spent developing and testing this unique patented technology before this car locator system was offered to law enforcement.

Background Information

In July 1986, the car locator and retrieval system first became available in Massachusetts. Since then, it has been expanded to include the following areas: California, Connecticut, District of Columbia, Florida, Georgia, Illinois, Michigan, New Jersey, New York, Rhode Island, and Virginia. The success of the technology in the United States has resulted in interest all around the world. Systems are presently in operation under licensing agreements in the following international locations: United Kingdom, Greece, Ecuador, Colombia, Czechoslovakia, the Slovak Republics, Hong Kong, Trinidad and Tobago. Systems are planned for the following locations in the near future: Italy, Israel, Argentina, Brazil, Saudi Arabia, South Africa, and Taiwan when an acceptable frequency can be located in these territories. State, county and local police agencies are presently equipped with several thousand police tracking computers operating on a national police radio frequency that is presently established in a twelve-state stolen vehicle recovery network with plans to expand to all major population areas in the United States.

Actual Recoveries

The vehicle locator system has an impressive record of recoveries that account for approximately 95% of the vehicles equipped with the technology being recovered. This compares to national statistics which average 64% for stolen vehicles NOT equipped with this product. The car locator system has been a proven technology in operation for more than nine years. Types of vehicles recovered include automobiles, vans, pickups, heavy equipment, and eighteen wheel tractor trailers.

Arrests

Approximately 20-25% of stolen car recoveries with the locator system have resulted in the arrest of a suspect, compared to a nationally reported level of less than 5% for non-locator equipped stolen vehicles.

In some cases, vehicles recovered have been involved in other criminal activity. In February 1995, locator technology assisted the New York Police Department and the FBI in breaking a major car theft ring in the Bronx that recovered a number of vehicles including a transceiver equipped vehicle and led to the arrest of over twenty people.

Also in New York, police, engaged in a training exercise in the Bronx, picked up a New Jersey stolen vehicle transmitting a silent signal. This led the police to a "chop shop" where they recovered forty-seven vehicles including the transceiver-equipped vehicle. In California, tracking computers assisted police in over 100 carjacking incidents that involved armed robbery of a motor vehicle from its driver. The locator company has a proven record of recovery and police report an arrest record of 28% of the persons committing these violent crimes.

Damage to Vehicles

The majority of vehicles recovered by police using the locator system sustain less damage than vehicles stolen without its protection.
